Set up the ledgers

Separate share capital, member procurement payable, withheld price, sales, input services, stock, debtors, loans, grants and reserves. Use member folios on procurement and payment records. Establish purchase acceptance, grading, weighing, approval and payment controls. Bank payments should refer to an approved voucher and an independently checked beneficiary; a single person should not control vendor creation, approval and payment.

Close the books monthly

Reconcile every bank account; age debtors and member payables; match goods received, invoices and stock issues. Count material stock and investigate shortages. Review cut-off around month-end and year-end. Value inventory under the applicable accounting framework, including cost and net realisable value requirements. Review depreciation, loan interest, tax balances and contingent matters. Keep a documented audit trail for corrections.

Grants need a policy

First identify the applicable accounting framework and source. AS 12 concerns government grants; it does not automatically govern every private or CSR grant. Under AS 12, recognise a grant only with reasonable assurance about compliance and receipt. Asset grants may reduce the asset carrying amount or be treated as deferred income over its useful life, as appropriate. Revenue grants are matched systematically with related costs. Do not credit every grant straight to capital reserve merely because it came from government. Identify whether AS or Ind AS applies; grant conditions, accounting and income-tax treatment need separate review.

Statutory and internal audit

Arrange the statutory audit under the Act. In addition, section 378ZF requires internal audit of a Producer Company by a chartered accountant at the intervals and in the manner specified in its Articles. This is not limited to the general section 138 threshold analysis. Agree scope covering member balances, procurement, stock, authorisation, grants and compliance. Track each finding to corrective evidence and Board review.

Year-end audit file

Provide the signed trial balance, ledger extracts, bank confirmations/reconciliations, member and share reconciliations, stock count and valuation, debtor/payable confirmations, loan terms and charges, grant sanctions and utilisation, tax reconciliations, minutes, contracts and litigation list. Reconcile financial statements to the final books and filings. Preserve the final signed accounts, audit reports and filed versions with a clear version history.

Worked example · fictional facts

Example (illustrative; taxes omitted): Procure produce worth ₹1,00,000: debit inventory and credit member payable. Pay ₹80,000: debit member payable and credit bank; ₹20,000 remains payable. Sell all goods for ₹1,25,000 on credit: debit trade receivable and credit sales, and debit cost of goods sold/credit inventory ₹1,00,000. Gross margin is ₹25,000 before overheads. A share subscription is a separate capital entry.
