Utilisation, reporting and refunds
Report actual eligible use, outstanding commitments and exceptions separately.
Agree reporting before receipt
Set milestones, evidence, report dates, prescribed format, signatory and whether an independent CA certificate is needed. The management utilisation worksheet in this resource is not a professional certificate. Agree how beneficiary data and photographs may be used; share only necessary personal information securely.
Close each period
Reconcile opening balance, receipts, attributable interest, eligible utilisation, refunds and closing balance. Separate advances, unpaid eligible expenditure and rejected costs. Confirm donor instructions on interest and savings. Do not describe funds as fully utilised just because they moved to another account or supplier advance.
Unspent funds and statutory duties
The recipient must follow its agreement and applicable law. The CSR company’s section 135 and Rules obligations for ongoing and other projects are separate; do not copy the donor’s statutory timelines into the recipient ledger as if they automatically determine its right to retain cash. Notify the donor early and obtain lawful extension, reallocation or refund instructions.
Breach or closure
Freeze disputed expenditure, quantify exposure, inform the approving authority and funder, assess repayment and accounting adjustments, and preserve the actual chronology. Never backdate evidence. Before closing, verify assets, outstanding commitments, refunds, final reporting and records retention under applicable company, tax and funding requirements.
Practical questions
Can we retain interest earned on the grant?
Check the agreement, scheme conditions and CSR surplus rules where applicable. Record attributable interest separately and obtain instructions for eligible use or refund. Do not treat it automatically as unrestricted profit.
Read the topic and sourcesWhat should happen to unspent funds?
Reconcile cash, advances, payables, interest and eligible utilisation. Seek permitted extension, reallocation or refund under the agreement and law. The CSR donor’s statutory unspent obligations are separate from the recipient’s contractual rights.
Read the topic and sourcesCan we issue our own utilisation certificate?
Management can prepare and sign a factual utilisation statement within its authority. If the funder requires a CA certificate or a prescribed form, obtain that separate document. Do not put a professional signature, seal or assurance claim on an unsigned worksheet.
Read the topic and sourcesDo supplier advances count as expenditure utilised?
Not necessarily. Report advances separately until the relevant eligibility and delivery conditions are met. Reconcile cash spent to actual eligible costs and disclose commitments. The funding agreement may specify a particular reporting basis.
Read the topic and sourcesWhat if a donor asks for money back after a breach?
Preserve records, stop further disputed use, review contractual rights and quantify exposure. Notify the Board and adviser, assess liability and tax/accounting adjustments, and agree a lawful settlement. Do not conceal a refund by netting it against unrelated income.
Read the topic and sourcesCan two funders share one project bank account?
Only if both agreements and applicable rules permit. Maintain separate allocation and funding records, prevent duplicate claims and reconcile each funder’s balance. Use separate accounts where mandated or necessary for reliable control.
Read the topic and sourcesCan we publish beneficiary bank details or identity documents online?
No public disclosure is needed for ordinary transparency. Publish aggregate outcomes and appropriately consented stories. Share necessary verification records securely with authorised reviewers, with access and retention controls.
